## What is free
- The gate: an outside reader (buyers or procurement), partner connectors carrying a fifth of installs or the most-installed, and an affordable evidence source (a runnable kit, or per-connector telemetry with a platform-vs-connector fault split) - otherwise ownership labels only.
- The shape: one quality tier over ownership labels by default, a telemetry-gated second tier when buyers compare connectors for one system, ownership labels only on a no-go.
- The criteria: metric, threshold, window, minimum volume, measurer and tier - vague, commercial, self-attested and usage-gated-on-the-production-tier criteria flagged; a support sentence per tier; the four decertification rungs, each with trigger, owner, notice and customer action.
- The connectors: every badged connector against the criteria (pass, fail, insufficient data), its kit and platform pins, and its action - keep, renew, warning, suspend, adopt, block, or revert on a no-go; a verdict on every stakeholder proposal; plus a criteria table, a catalog CSV, the checks (.csv) and everything (.json).

## The metered lanes
Two tasks on gpt-terra, metered per run, routed by `task`. Input string fields: `task` (charter or notices), `catalog`, `register`, `carry` (notices only: the charter's decisions) and `facts`.
- `charter` replies with `summary`, `gate`, `shape`, `tiers` (each with its support sentence), `criteria` (six parts each), `renewal`, `ladder` (four rungs), `security`, `proposals` and `caveats`.
- `notices` replies with `summary`, `notices` (each badged connector's action, failing criteria, partner notice and what customers see) and `caveats`.
The page holds every reply to its own facts: the gate as read, the ranked shape, a support sentence per tier, the sound criteria kept and none self-attested or commercial, pins and triggers, the four rungs with the program's notice days, the page's verdicts; every badged connector with the page's action and failing criteria, existing installs never disabled.
